Which CSU is best for me?

I am pretty smart kid. GPA = 3.92 I am in top 25 out of 405 kids. Also i am year early graduate from highschool. I am looking to major in computer engineering or pre med(doctor). So which CSU are good colleges for my major what csu's i should apply to. ACT = 23. SAT = 1610. The reason these are low because i screwed up in reading part came to this country 4 years ago. What colleges should i apply to. Please help.
