What would you have done in this situation?

I would have handed her over too (and I have done so more than once, she's started to hold her arms out to any dark haired people that look like us and older women that look like grandmas). As you say, crowded public area, you're right there. A relatively low risk of anything happening. I understand your partner's worry, but I also think it's a bit paranoid.
