Friend needs help preparing to retest on the GED?

i'm trying to help a friend get ready to retake the ged test and on the application it asks if he has recently ped the constitution test if so attachh the"original transcript or letter from the institution or highschool he where the constitution exam has been taken" now our question if he's re-testing would he even need to show this i mean wouldnt they know to take the test the first time he had to p the constitution test and prove it?..and also if he has to obtain this how should he in person or over the phone?
