When i press the switch for the hydraulic trim/tilt motor to go up or down, all i hear is whinning noise?

That's good! and bad. I'd suspect that fluid has leaked out of your tilt & trim. Most likely cause is a failed hose. So, put the correct fluid in the pump, and inspect all hydraulic lines both inside the boat and outside. If your in the water look for a oil sheen in the water,,,,,
